Are there any USA amateur contests that are open to people outside the USA ?

Far as I know, the national level shows (Nationals, USA, Jr Nationals and Jr USA) are only open to U.S. citizens by birth or naturalization. Proof of citizenship is required when filing an application to compete.

At the state, regional and local levels only residency is required. A friend
I worked with was not a U.S. citizen but did two shows here in NY. Although they were national qualifiers, he did not get a qualification since he had non US citizenship.
