I dont follow your thought proccess,
Ketosis by definition burns fat as energy not protien or muscle, well the real definition is - an abnormal increase of ketone bodies in the blood -
ketosis - definition from dictionary.die.net but the increase of ketones is from the liver processing fatty acids into ketones, instead of processing carbs to make glucose. I think your thinking of Gluconeogenesis where the body uses converts amino acids to glucose -

I would never bulk on keto but its an effective tool to cut.
I would agree that unless you adjusted your macro's accordingly it would be a bad idea but as long as you stay within the 60/35/5 macro you shouldn't be burning muscle, obviously of corse you would lift extremely hard and high sets low rep high weight to still maintain your gains from bulking. However with any cut you will lose some muscle so some loss is expected due to a cal deficit that is required.
