I'm guessing it was made in Visual Basic. If your missing any runtime files, Murtle...then it won't work. Most new version's of Windows come with every VB's runtime files. You might try looking around for vb5-vb6 runtime files, I'll guess that, that's the version and the problem. Good luck getting it to run.
